Green Waste and Illegal Dumping

Currently green waste collected at Redland City Council's Transfer Station is transferred to Rocky Point (near Beenleigh) to generate green electricity. Redland Council does not receive any revenue from this except the fee at the gate paid by residents.

In the most recent Budget adopted by “Melva and her new team of councillors”, dump fees were increased dramatically, and a trial Waste Reduction Incentive Scheme was implemented to offer something in return for these increases and to assist with reducing the community's waste. The budget for this trial is $918,940 this financial year.
This issue was raised in a committee meeting debate yesterday and it became blatantly clear to me that even some Councillor's did not understand how this Waste Reduction Incentive Scheme operates. There are currently two incentives :


  1. Downsizing a 240l bin to a 140l bin OR;

  2. Getting a $16 refund for two trips to the transfer station (both receipts must be attached before a refund is given).

The debate predominantly centred around Incentive No.2; with questioning about the requirement to wait until a resident has two receipts before they can be cashed in.

The reason offered by the General Manager was that it costs Council $32 every time this refund is processed! That's right, it costs ratepayers $32 every time this $16 refund is processed???

I argued that if green waste is such a benefit to the environment by taking pressure off the traditional coal powered electricity – the best incentive Council could offer is in fact not to charge at the gate at all. Makes good sense to me!

The debate continued with arguments about illegal dumping with insinuations that I was stirring up “local hysteria” because I did not support introducing or doubling the gate fees at our dumps. Figures of illegal dumping over this term of Council were presented. Unfortunately, the recording of incidents of illegal dumping only began at my request after the introduction of gate fees in December 08, and of course, Councillors who supported this extra gate fee are now saying that the incidents of illegal dumping have always been this high. I will let the public be the judge of this as I continue to receive numerous complaints about illegal dumping in our bushland areas, our parks, charity bins and on private property, including building sites. In fact, the only incidents of illegal dumping that are recorded by Council are those that occur on Council property. I can report for the month of July it cost $8181.63 for council officers to collect and dispose 61.47 tonnes of illegally dumped waste on Council property alone. See the below link:


I have requested figures to be presented to Council on the % increase of contamination of yellow recycle bins for the last five years, to measure if the introduction and subsequent doubling of dump fees has had any impact on this also.

We should be encouraged to contact Council on every occasion that you find illegal dumping to ensure that these future statistics can be used to influence better decisions in the future.


ADDITIONAL NOTE:
I have added the chart distributed to Councillors do provide clarity. This chart reflects ONLY the REPORTED incidents of illegal dumping to Council.
It seems that my concerns are misunderstood by some Councillors (see post below).  The illegal dumping of green waste is the least detrimental to the environment.  My references to illegal dumping include all types. Particularly, general waste and building materials and especially asbestos.  I hope this assists in seeing the WHOLE picture.

  1. I agree with you. Of course SMBI residents are treated differently..........but our tip only opens 5 days per week, although it is FREE!!

    I have been monitoring the bushlands around Wellington Point and Birkdale for over ten years and I can honestly say that I have noticed a dramatic increase in illegal dumping since the introduction of tip fees.

    I believe this policy is harming our wildlife, damaging our waterways and destroying our environment. I have been monitoring the waterways of Tarradarrapin Wetlands and found a decline in aquatic species water quality due to illegal dumping and leachate that has entered the waterways.

    For a green council, this policy is illogical and anti-green as they come.

  3. These clowns are smoking too much of their own hemp…

    Anyone with eyes in their head and a shred of common sense can see that gate fees have increased the amount of illegal dumping in the Redlands. For a supposed 'green' council, charging people to dispose of waste be it green or not, is about as counter-productive as it gets. Why dont we get vouchers for trips to the tip like Brisbane City Council residents?

  5. Some facts Cr. Williams has neglected to release in that report is that in 08/09 the total number of greenwaste related illegal dumpings was 95. In the following year 09/10 this number dropped to 71. To give a comparision in July 2010 the number of greenwaste illegal dumpings was 5 but the total number of deliveries of greenwaste to both Redland Bay and Birkdale was 5563.The truth is that there is no problem and Cr. Williams is trying to whip up an hysterical argument that there is.

  6. @ Elliott. Are you being funny, stupid or can you just not read?

    I've personally witnessed the increase in illegal dumping with my own eyes and have yet to meet anyone who says different. I'm more than happy to escort you to the trash dumped at Thornlands if you care to leave your desk.

    Read up a few comments and listen to what Dianne Hausler and others have said before you start flinging accusations from your ivory tower. I dont see any hysterical argument above in what Cr. Williams has said though your reaction to it leaves a LOT to be desired, seriously…

    Do you REALLY think that people have stopped dumping greenwaste or do you think they've just started putting it in their wheelie-bin? What other result did you expect from mis-managing the waste system AND the council budget?

  7. Cr. Murray. What planet are you on? I see more than 5 green waste illegal dumps per month in my daily walks around Birkdale. Maybe I should start reporting them to get the Council to start cleaning up the mess you created.

Damien , I am sorry if the facts get in the way of a good story.You believe what you want to believe.Peter you should be ringing up and reporting these illegal dumps as well.I am more than happy to forward them on to the relevant officer to deal with them as well. I will check both Damiens and your reportings each week through our action requests to see how you are going.

If Council care to ask any JJ Richards rubbish truck drivers who empty residential and large commercial bins or even any people who empty the Charity donation bins such as Lifeline etc. they will tell you there HAS been a significant increase in people dumping excess rubbish which is getting totally out of control also.

  10. @ Elliott being a smart arse and tacitly suggesting several people here are liars isn't becoming of a public servant, which I'm happy to remind you, you are. I believe what I see every day, as stated above and it's YOUR JOB to do something about ratepayers complaints, not mine. You'd do well to remember that before getting all cocky in future. Get yourself and your staff out there and have a look rather than sitting on your backside expecting your employers to do your job for you. Unbelievable

    If this is how he does his job as a Councillor, not so keen on seeing him in state parliament!

Louise, as patron of the Alexandra Hills Sporting Club who runs 36 Lifeline bins in 3 locations for the past 4 years in the city I can say we have not seen any increase in drops at the bins sites. Damien you are typical of those who can talk the talk but never walk the talk . All you have to do is report the illegal drops you say are happening and suddenly it is everybodys job except yours.I don't comment to persons who post Anonymous. Put your name to it and you will get an answer.

  13. @ Elliott And you a typical bureaucratic blow hard. I didn't say I wouldn't or hadn't reported it, in fact I have in addition to mentioning to councillors personally - as Karen will attest.

    Best check your facts before you keep digging your hole. Instead of listening to what people are telling you - your employers no less - so far you've pretty much accused everyone here of being liars. Sounds to me as though you're getting ready for a run at real politics too…

    What I DID say and which I'm happy to reiterate seeing as you appear to be struggling to understand; is that it is YOUR job for which you are PAID, not mine and I haven't suggested its anyone else's job but mine - I made it very clear that I consider this YOU and your staff's jobs - you know, the people I pay rates to do it… Clear enough?

    Why don't you DO your JOB while you still have it rather than lurk here accusing fellow councillors doing theirs of whipping up hysteria?

    And I assure you, you wouldn't say that to me in person so I strongly suggest you pull your head in lest I attend a council meeting to discuss your disgraceful attitude to your rate-paying constituents with you and the rest of the council and press personally.

    If I can read these charts correctly, there would seem to be approx. 30% increase in illegal dumping overall. I have to say I think this is reason to ring alarm bells.
    As a resident and operator of a small business based in the Redlands I pay approx $150.00 per month tip fee solely for clean packing timber. Maybe I should find out more about the Green wast recycling for electricty and deliver my timber direct. This would save the council the cost of transferring and me about $1800.00 per year.
